Cook to remain as DRBA executive director

NEW CASTLE – The Delaware River and Bay Authority (DRBA) Commissioners adopted Resolution 25-16, naming Rashad Taylor to be the 6th Executive Director of the DRBA effective April 2, 2025. Taylor was set to succeed Thomas J. Cook, who has served in that position since 2017.

As a result of unforeseen personal circumstances, Taylor withdrew his acceptance of the position of executive director.

Chairman Earl Ransome and Vice-Chair Samuel Lathem of the Authority have asked Cook to continue in the leadership role as executive director.

During Cook’s tenure, a number of innovative and noteworthy projects have either been completed or currently underway at the DRBA, including the successful return of commercial air service to the Wilmington ILG Airport, the complete redecking of the Northbound Span of the Delaware Memorial Bridge, the construction of a ship collision protection system to prevent the awful tragedy that occurred at the Francis Scott Key Bridge, the design of the next generation of vessel at the Cape May – Lewes Ferry, and the DRBA’s first bond rating upgrade in over two decades.
