Citing the inability to enforce current rules to a satisfactory level, it doesn’t appear the loosening of dog regulations will happen in Rehoboth Beach anytime soon. , , Milton Arts Guild held its annual winter market Dec. 9, giving visitors the chance to purchase some holiday-themed works from guild artists.
