Attorney General Kathy Jennings announced State Prosecutor Dan Logan will serve as the chief deputy attorney general. New Castle County Prosecutor Abby Rodgers will succeed Logan as the DOJ’s next state prosecutor. Rodgers will be succeeded as New Castle County prosecutor by Deputy Attorney General Tim Maguire, who currently serves as the unit head for the Felony Screening Unit.

Logan has served as State Prosecutor since February 2023, overseeing the DOJ’s largest division. Logan has presided over a reorganization of the Division’s Units to focus more specialized attention on homicides, domestic violence, and prosecutor development. Prior to his work as State Prosecutor, Logan served for seven years as the Director of Programs for the U.S. Attorney’s Office (USAO) in Delaware, where he oversaw the USAO’s prevention and reentry efforts while maintaining a full criminal caseload. He is a graduate of Salesianum School, the University of Tennessee (BA), and Louisiana State University School of Law (JD).

Rodgers oversaw the Criminal Division’s largest staff cohort and largest caseload, directly supervising many of Delaware’s most serious felony prosecutions. Rodgers previously led the DOJ’s Family Division for six years. She also spent four years as Commander of the Child Predator Task Force, along with assignments in the Rape Unit, Domestic Violence Unit, Felony Trial Unit, and Misdemeanor Trial Unit.

Maguire first joined the DOJ as a summer law clerk before accepting a full-time role in 2013. He has previously served in leadership roles as Head of the Misdemeanor Trial Unit and the New Castle County Felony Trial Unit, and has additional trial experience in the Wilmington and Violent Criminal Enterprise Units, which handle some of the DOJ’s most complex criminal cases. He is a graduate of Christiana High School, the University of Delaware, and Delaware Law School at Widener University.

Beebe Healthcare named Amanda Connoyer, DNP, APRN, CNP, CENP, its chief advanced practice clinician. She will oversee the system’s nurse practitioners, physician assistants, and others who make up Beebe’s advanced practice clinicians (APCs) at all Beebe locations.

“Amanda brings a wealth of experience supporting APCs and helping organizations achieve excellence in clinical care, define scopes of practice, and improve quality, safety, and engagement,” Paul Sierzenski, MD, MSHQS, CPE, FACEP, senior vice president and chief physician executive, Beebe Healthcare, said. “She will also play a key role in helping Beebe meet its strategic goals of improving access to care and enhancing our core clinical services with a patient-centric focus. Please help me welcome her and her family to our community.”

Prior to joining Beebe Healthcare, Connoyer was the director of advanced practitioners at the Springfield Clinic in Illinois, overseeing 280 APCs in primary, specialty, and acute care settings. She also held director roles in clinical operations, services, and informatics, as well as three years as an expert patient safety officer.

Connoyer holds a Doctor of Nursing Practice in Health Systems Leadership and Informatics and Master of Science in Health Informatics from the University of Illinois Chicago. She completed her Master of Science Nursing, Family Nurse Practitioner, and Bachelor of Science in Nursing from Saint Louis University and Southern Illinois University Edwardsville.

Sussex County named Timothy R. Cooper the emergency manager following Emergency Operations Center Director Joseph L. Thomas’ retirement.

“I am honored and humbled at the chance to lead our preparedness program, and make a difference serving the community,” Cooper said. “It’s really like coming home again.“

Sussex County’s emergency management division, part of the newly reorganized Department of Public Safety that includes the 911 communications and paramedic divisions, prepares for, trains, and responds to natural and human-caused disasters. Cooper, in his new role as Deputy Director of Public Safely-Emergency Management, will lead the County’s disaster preparedness efforts, while also coordinating with a variety of partners, including the Delaware Emergency Management Agency, the Delaware National Guard, and other agencies. He holds dual degrees in emergency preparedness and homeland security. Cooper, who most recently served as director of the Delaware Division of Public Health’s Office of Preparedness, brings more than 30 years of experience in public safety, including 17 years as a paramedic, shift supervisor, and special operations coordinator for Sussex County EMS.

Landmark Science & Engineering announced two new hires, Kristin Freebery has joined the firm as business development and marketing manager and Matthew Singleton has joined the firm as a civil designer.

Freebery will be responsible for helping to build business and community relationships and to increase the firm’s public- and private-sector business. She has a strong background in civil engineering and commercial real estate through many years of work experience providing marketing, business and human resources management. Freebery earned both a Master of Business Administration and a Master of Human Resources at Wilmington University in New Castle, DE, where she also received her bachelor’s degree in behavioral science.

Singleton joined the firm as a project designer. He graduated from the Civil Engineering Technology Associate Degree Program at Delaware Technical Community College and is an American Association of Highway and Transportation Officials (AASHTO) scholarship recipient. Matt also became a Certified Construction Reviewer (CCR) in March 2024.

Bayhealth named Michelle E. Rogers a member of the Planning Committee of its Board of Directors. Rogers joined the U.S. Air Force in 1997 and has served in various fields of specialty, including human resources, maintenance and support, recruitment, training, motivating and counseling highly qualified men and women as prospective Air Force officers.

“It is a privilege for me to represent diversity and inclusion on the committee and ensure these are reflected in the services Bayhealth provides,” Rogers said. “I consider my role crucial to enabling our military and minority populations to be seen and heard at the table during planning efforts. I’m also looking forward to being the lynchpin for collaboration and coordination between civilian and military communities and to help Bayhealth leaders understand the unique needs of the military based on the nature of their service, including deployments and the challenges of reintegration to a ‘new normal’ as they transition from military to civilian life.”

The Delaware State University Board of Trustees has appointed James L. Collins, Microsoft general manager, and Dr. Janice E. Nevin, president and CEO of ChristianaCare.

Collins has served as the general manager of Microsoft, a public sector industry, since September 2020, first in consulting services and later overseeing the company’s public sector industry activities. Under his leadership, a State and Local Government Industry Organization has been established to expand public sector business into the vertical areas of critical infrastructure and transportation, health and human services, public safety and justice, and public finance.

Nevin has been the president and CEO of ChristianaCare since 2014. Before becoming CEO, she served in an ascending number of positions at ChristianaCare from 2002-2014, including vice president of Medical Affairs, senior vice president of its Wilmington Campus, chief academic officer, chief medical officer, and chief patient safety officer.
